Take a look at Figure 50 referenced above. To the right of the diagrams for runways 18/36 and 4/22 you'll see a depiction of the segmented circle which also incorporates traffic pattern indicators. These indicators are intended to enable the pilot to determine the traffic pattern at that airport during a fly-over maneuver.

The indicators show the direction of the pattern by indicating the direction of the base-to-final turn for the runway it is associated with. In this case, runway 18 has a right-hand pattern (note that the base-to-final turn is shown as a right turn). Runway 36 has a left-hand pattern.

Take special note: runway 4/22 is temporarily closed, as indicated by the 'X's marked near the runway identifier number. If the runway were permanently closed, the numbers and other markings would have been obliterated and 'X's would have been placed at the runway ends and at 1000-foot intervals down the runway.
